Cat C15 ACERT Loss of Power

       Have a C15 Cat 06' thought it had a fuel obstruction, (On going problem for about two months) So far have replaced the following items and problem still exist.New fuel lines and valve from fuel tank to primary, Replaced the filters with Cat filters. New pressure regulator, new transfer pump, New line from back of the engine to the secondary filter and Have had the Overhead set. 

       Does anyone have any idea as to what this issue could be? This truck will run just fine for couple of hours, then out of the blue it will act like it is starving for fuel and if you can get it to run 50 MPH on flat ground you are doing good. When you hit a little grade it will pull down to about 30 MPH. When under normal circumstance you would not even notice you were climbing a grade. 
      Oh and the truck is not trowing any code, nor is check engine light coming on.
